Feasibility Study Information

The study is complete and the final report is now available. The consulting team from Lord Cultural Resources and Nordicity presented the report’s recommendations at the cultural summit and welcomed community input on next steps.

Arms-Length Cultural Development Feasibility Study

The Arms-Length Cultural Development Feasibility Study assessed the needs of Ottawa’s cultural sector. The study investigated how culture could be led and funded in our city. The goal is more effective cultural sector opportunities and advancement.

This was an independent, community-driven initiative. This study is informed by research on leading practices from other cities and wide consultations with the community, its leaders, City staff and residents.

Background: The Alliance has advocated to Ottawa City Council on the importance of continued investment in the City’s Renewed Action Plan for Arts, Culture and Heritage in Ottawa (2013-18). Ottawa City Council approved funding to be applied to complete a community-driven, community-wide Arms-Length Cultural Development Feasibility Study. This initiative is a key component of the Action Plan, with an aim to sustain and further advance the capacity of our dynamic cultural sector.

From winter 2017 to the fall of 2018, the Study was led by an independent consultant and overseen by study Steering and Advisory Committees. Select study recommendations may be implemented subject to City Council approval.
